To effectively use the Issue Order action as you would in StarCraft 1, change Order With No Target to Order Targeting Point. You can then order a unit to attack, patrol, etc. to a point that you specify on your map.

Remember pathing is an issue, and blocking a route will make the unit attempt to find an alternate route to the target point rather than attacking everything in its path.
