Modifying the Supply Limit

It is a fairly simple data edit to change the supply limit. First, open the Data Editor. Go to race data. Select whichever race you wish to change the supply limit of, and edit the "Food Ceiling" number to whatever you want. Keep in mind that this is race-specific, so you'll need to repeat this for each race if you want all the races to have a higher or lower supply limit.
